Project Overview

This research project will:

  1. Investigate the range of opportunities for local communities, businesses and families which are made possible by high speed broadband access
  2. Investigate barriers to high-speed broadband access in disadvantaged communities, such as Broadmeadows
  3. Develop a model for delivery of affordable high-speed wireless broadband to all families in disadvantaged Victorian communities, including Broadmeadows.

How will this help teachers and students?

Wireless broadband is one of the vital resources of the 21st century. Providing this resource to all students – at home and at school – will improve learning outcomes by allowing constant reinforcement of school-based learning.

A wireless broadband network would also allow equal access to all members of the community, removing one of the greatest educational disadvantages faced by students.

Teachers would be able to confidently use the internet as a learning tool, knowing that all students can complete internet-driven homework tasks and apply the skills they learn in the classroom at home. Additionally, home access enables students to facilitate family-wide learning through internet use.

Why are we doing this project?

Over the last 15 years the internet has changed the way many people do business; communicate with colleagues, friends and family; and seek and find information. The internet is now recognised as a powerful resource with the potential to engage students in learning and improve educational outcomes across all ages and abilities.

At the same time, there is a correlation between learning outcomes, socio-economic status and in-home access to high-speed broadband.

There is a need to further investigate and address this correlation to ensure the ‘digital divide’ does not expand beyond reach, particularly in disadvantaged communities such as Broadmeadows.

This project has two components and will be completed over four stages

The project will access research and evidence from around the world, as well as practical experience within the Victorian Government school system. This project has four main stages: establishing a methodology, planning and recruiting, research and developing a recommended model, and sharing what we learn.
